Marc OwenMarc brings his complete understanding of federal ethics statutes, regulations, and procedures to the Ethos team.

Marc’s government ethics background is extensive. His experience includes personally planning, designing, and implementing the U.S. Coast Guard’s Ethics and Employee Conduct Program. Including being appointed the Deputy Ethics Official for the Department of Transportation (DOT), as well as, developing and managing the ethics program. He also was an invited member of the inter-agency advisory group to the Director of the Office of Government Ethics (OGE) and was the recipient of numerous Secretary of Transportation Awards for his work. His government employee tenure’s conclusion was as the Chief Counsel of the Saint Lawrence Seaway Development Corporation, a Senior Executive Service position. His ethics program earned consistent A+ ratings in OGE audits and an OGE Outstanding Ethics Program Award. Marc has a history of providing sound ethics advice, dealing with sensitive and possibly criminal matters in a professional and evenhanded manner. His legal analysis has been relied upon by OGE, DOT Inspectors General, and the Department of Justice in addressing ethics issues involving agency officials. His experienced has continued with Ethos, LLC, including under a contract with the Department of the Navy. He reviews both the Navy civilian and the military public financial disclosure reports, providing detailed analysis and recommendations to the final certifying official. In a recent audit of the Navy ethics program, OGE found “that Navy conducts a thorough conflict of interest analysis of public financial disclosure reports.” Marc holds a BA in International Affairs from the University of Maine and a JD from the University of Maine School of Law.
