Ray SheehanRay is an award-winning lecturer and speaker, known for his ability to explain complex issues in a comprehensible manner using storytelling, history, and his penchant for off-beat humor and love of good irony.

Beyond his training accomplishments, Ray Sheehan is an accomplished executive who successfully implemented management techniques to turn around the U.S. Department of Agriculture’s (USDA) ethics organization. He served as the Director of the Office of Ethics (OE) at USDA from 2002 until his retirement in 2010. During this period he also assumed the responsibilities of Designated Agency Ethics Official. As OE Director, he conceived, initiated, and, successfully centralized the USDA ethics program resulting in economies of scale and quality assurance for USDA ethics professionals. Ray directed and managed the resulting 30-person Department-level office with a $3.4 million budget providing Government ethics services for the 90,000-employee, Cabinet-level, Federal agency. During his 7-year tenure, the USDA Ethics Program rose from a program deemed “deficient” by the U.S. Office of Government Ethics (OGE), to a model program that received the OGE’s Program Excellence Award in 2008, as well as OGE Ethics Training Awards from 2007 through 2010. Mr. Sheehan has personally received numerous awards including the Distinguished Service Award, the Secretary’s Excellence Award, and a personal letter of appreciation from the President of the United States, among others.

He has since served in Senior Consultant capacities for the Ethics programs at both the U.S. Department of Defense and the U.S. Department of the Interior. At Interior he produced, wrote, directed, and oversaw editing of a 1-hour Ethics Video Program used for DoI’s 2013 Annual Ethics Training, entitled “The Ethical History Tour,” which uses humorous skits based on the history of the Federal ethics statutes. Ray also teaches Federal Contracting: Ethics Compliance and Enforcement at the Graduate School USA. He holds a JD from Suffolk University. In his free time, Ray plays guitar in two musical bands, Cool McFinn and Wicked Olde.
